...A winter bicycle helmet for cold weather bicycling. The truth is that your best bet is to start with any good bike helmet and modify it for winter riding.
The good news is that many bicycle helmets are made of EPS (expanded polystyrene) foam - sometimes inside of an outer shell. The EPS foam is a very good insulator, so you have some cold weather protection built into about every good helmet.
For comfort bicycle helmets are designed for coolness, ventilation, fit and sweat control. That's great for warm weather riding, but not so good for those frosty days. Air flow over your head determines coolness, and helmets with larger front vents are designed to provide lots of air flow.
Oh boy, in a winter bicycle helmet that cold air could set your teeth to chattering and freeze your eyebrows off.
For cold weather riding you will want to block that freezing air by closing those vents. Duct tape or pieces of soft foam will shut off that air flow easily and inexpensively.
Closing off the helmet ventilation may result in some retained perspiration, but that won't be a problem if you are wearing an ear-band or knitted cap under the helmet. The ear-band or cap will allow you to generate some body warmth around your head. That warmth is retained by the helmets foam. The two work nicely together.

Full face mountain bike helmets or downhill bicycle helmets are your best choice for a winter bicycle helmet. It covers the most of your head and face, so provides the most protection from the cold. The helmet is also well padded for some extra insulation. Of course, that extra padding also provides maximum protection in case of a fall.
You can do a great job of preparing you helmet for cold weather riding, but don't forget the rest of your body. Warm, wind resistant clothing and gloves are a must. If the weather will be wet as well as cold then get good fitting rain gear.
It's always a good idea to take a few test rides with any new wearing apparel and that goes double for rain clothes. Be sure they give your arms and body the freedom necessary to safely operate your bicycle.
One last tip: Get whatever helmet you will be wearing nice and warn before you put it on. Set it near (but not on) a source of heat at least a few minutes before you will be riding. That goes for gloves, scarf and any other head covering you will be wearing. If you start warm you have the best chance of staying warm.
